Based on Federal Law No. 132-FZ "On the Fundamentals of Tourist Activity in the Russian Federation" dated 24.11.1996, in order to protect the rights and legitimate interests of citizens and legal entities, tour operator activity on the territory of the Russian Federation is permitted by a legal entity if it has an agreement or agreements on civil liability insurance for failure to fulfill obligations under the agreement on the sale of a tourist product and (or) a bank guarantee or bank guarantees for the fulfillment of obligations under the agreement on the sale of a tourist product.

Tour operators operating in the field of outbound tourism must also be members of the association of tour operators in the field of outbound tourism.
